Titled, \u201cOn Being Good Neighbours: An Urban Reserve at Kapyong?,\u201d the event takes place on Thursday, March 5 at 7:00 PM in Marpeck Commons (2299 Grant Ave.). Admission is free, and everyone is welcome to attend.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"http:\/\/www.cmu.ca\/media_archive\/wp-content\/uploads\/2015\/02\/face2face_mar5_15.jpg\" target=\"_blank\"><img decoding=\"async\" loading=\"lazy\" class=\"alignright wp-image-4877\" src=\"http:\/\/www.cmu.ca\/media_archive\/wp-content\/uploads\/2015\/02\/face2face_mar5_15-194x300.jpg\" alt=\"face2face_mar5_15\" width=\"250\" height=\"387\" srcset=\"https:\/\/www.cmu.ca\/media_archive\/wp-content\/uploads\/2015\/02\/face2face_mar5_15-194x300.jpg 194w, https:\/\/www.cmu.ca\/media_archive\/wp-content\/uploads\/2015\/02\/face2face_mar5_15-662x1024.jpg 662w, https:\/\/www.cmu.ca\/media_archive\/wp-content\/uploads\/2015\/02\/face2face_mar5_15.jpg 776w\" sizes=\"(max-width: 250px) 100vw, 250px\" \/><\/a>Participants in the discussion include <a href=\"http:\/\/www.uwinnipeg.ca\/index\/indigenous-advisory-circle-hudson\" target=\"_blank\">Chief Glenn Hudson<\/a>, Chief of the Peguis First Nation; <a href=\"http:\/\/www.trcm.ca\/about-us\/commissioner\/treaty-commissioners-biography\/\" target=\"_blank\">Jamie Wilson<\/a>, Commissioner for the Treaty Relations Commission of Manitoba; and <a href=\"https:\/\/www.uwinnipeg.ca\/index\/history-teacher-si-gazan\" target=\"_blank\">Leah Gazan<\/a>, Faculty\/Special Projects Coordinator at University of Winnipeg and President of the Social Planning Council of Winnipeg.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\"><a href=\"http:\/\/www.cmu.ca\/about.php?s=faculty&amp;id=464\" target=\"_blank\">David Balzer<\/a>, Assistant Professor of Communications and Media at CMU, will moderate the event, which is being organized with the participation of <a href=\"http:\/\/home.mennonitechurch.ca\/staff\/sheinrichs\" target=\"_blank\">Steve Heinrichs<\/a>, Director of Indigenous Relations for Mennonite Church Canada.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Together, the participants will explore opportunities and practical challenges of an urban reserve at Kapyong Barracks.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The discussion will include treaty details, site vision, exploring possibilities, the current stumbling blocks, the concerns that some have raised, and a look at what it might mean to be good neighbours in this place.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Balzer believes this is an important conversation for CMU to host because the Kapyong Barracks are located less than three kilometres away from the university. Nearly everyone at the university drives past the barracks every day.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cIt\u2019s a visual reminder of the question, \u2018How do we best use this land?\u2019\u201d Balzer says.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">He adds that over the past few years, CMU has become increasingly interested in what it means to be good neighbours to Canada\u2019s First Nations community.<\/span><\/p>\n<p class=\"p1\">\u201cWe\u2019re trying to understand how to have a conversation around our history as a country, as a province, and as a city,\u201d Balzer says.<\/p>\n<p class=\"p1\"><span class=\"s1\">Formerly a Canadian Forces base, Kapyong Barracks was vacated in 2004. The Department of National Defence declared the 159-acre site, located on Kenaston Boulevard, surplus.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">The Canadian government and four Manitoba First Nations are currently involved in a dispute regarding control of the land. According to a CBC report from January 2014, the First Nations argue that under a treaty land entitlement process, they are allowed to negotiate for federal property that has been declared surplus.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Gazan says she doesn\u2019t understand why the land isn\u2019t given to the First Nations.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cNobody questions it when IKEA goes up, nobody questions the strip malls going up, there\u2019s no big community debate when we see new restaurants coming up, so why is this an issue?\u201d she says.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Gazan adds that she is looking forward to delving into the topic on March 5.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cAny time you have people willing to come together to discuss these difficult issues, it\u2019s positive,\u201d she says.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Steve Heinrichs agrees.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cMy hope is that we would be able to have a conversation about what some indigenous people are envisioning for that space\u2014a conversation that would demystify and speak into some of the misconceptions about what an urban reserve is,\u201d he says.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">Started in 2013, Face2Face is a series of conversations organized by CMU, designed to engage the community on a wide variety of current events and issues at the intersection of faith and life.<\/span><\/p>\n<p class=\"p1\"><span class=\"s1\">\u201cOn Being Good Neighbours: An Urban Reserve at Kapyong?\u201d is the last of four Face2Face events CMU is hosting during the 2014-15 school year.
